A class action lawsuit was filed against the federal utility for allegedly overcharging about 400 industrial customers in its seven-state region. The class claimed TVA over billed customers for surplus power during the summer of 1998. TVA allegedly breached its Economy Surplus Power program contract because the charges applied to customers that summer were not authorized by the contract.
