Santa Clara, CA: A $4 million settlement has received final approval, ending a consumer fraud class action lawsuit brought against PayPal by customers who alleged the online payment process improperly held on to account funds.
According to the terms of the settlement, PayPal customers will receive $3.2 million from a common fund while $800,000 will be designated to cover alternate claims related to proven business damages. Basic claims made by individuals will vary between $3 and $440 per claim, depending on the amount of funds held and the duration they were held for. The settlement order also states that alternate claims of up to $2000 will be paid, subject to proof.
This settlement is the fourth and finally successful attempt to end the litigation, which was originally filed in June 2010. The lawsuit alleged that PayPal Inc, violated its own customer agreement, the Electronic Fund Transfer Act and PayPal’s 2004 class settlement in a similar action by placing improper holds on customer accounts.
The case is Zepeda v. PayPal Inc., case number 4:10-cv-02500, in the U.S. District Court for the Northern District of California.

PayPal has my money and wont give it back...$1500. This year 2019 I had my Income Taxes put onto an intuit green dot visa card through turbo tax.. mistake number one. Each time you make a withdraw of course,green dot gets a service fee plus atm fee....so I needed to with draw 1500 dolars and wanted to avoid service fees x 3 so I logged into my intuit card account on line and sent 1500 to my phone number through text . From there, it sent me a link to claim the money .it gave me 2 options to deposit into a bank account or a PayPal acct. Since I did not have a bank acct I put it into my boyfriend's PayPal acct . The 1500 dollars sat in his PayPal for 1 1/2 weeks. He didnt know how to transfer money to his bank account. He decided to refund me the 1500 by pushing "refund button" next to 1500 on his PayPal account...it shows on his account that refund was successful but I yet have seen money .it never made it back to my intuit card. It's been 3 months with countless calls, un awnserned emails from both of us to PayPal so many phone calls giving the run around and being shuffled back and forth from card company to PayPal. With no really awnsers as to why I have yet to get refunded. Last call I made to pay pal shows money on there end but in a different account....WHAT?! Ok so obviously it shouldnt be in a different account it should be on my intuit Visa card anyhow i want to file class action suit

I have worked with PayPal for many years as long as I wasn't in a hurry to get my money out I never had any difficulty with them until recently, this past year.
I had a fire in my Cottage in April of 2018. At that time I was with GreenDot Bank. I put some money into a savings over in PayPal and had some money in my bank account. I was trying to replace items I have lost from the fire but wanted to keep enough to purchase a used vehicle.
I noticed some fraudulent activity on my bank account three times. The bank was refusing to cooperate and was keeping my money impending therefore I took the remainder of the large Allstate settlement amount and put it over into PayPal which took only a minute or so.
In addition to purchases I had all my bills coming out as automatic withdrawals. The bank decided to honor the first two fraudulent activities prior to the Third when they closed my account. However meanwhile I was trying to get my money back out of PayPal and back into my bank account so that all my bills get paid. I tried doing it with a debit card and PayPal suddenly did not recognize the debit card or would not accept it from Green Dot Bank. Is it would only recognize the routing and account number and told me it would take 5 to 10 business days for me to get my money back. I find it very curious is that a PayPal can zip your money out of your account before you can even hang up the phone but it takes 10 business days which is 14 to 16 real days. Needless to say that left me penniless with no access to my own money and no way to pay any of my vendors it was a horrible mess and set me back months and ruin my reputation with all of my vendors. I was livid! It causes me extreme emotional distress anxiety and depression which I suffer from but those symptoms were greatly exacerbated! I was so scattered I did not even think of speaking with an attorney I simply close my PayPal account once the money was transferred it was kept to his fullest extent of time. I would be more than happy to join in on this class action suit if my timeline has not expired. I believe my account with PayPal at that time was under rgxxx@gmail.com phone number 719-474-xxxx. My current phone number is 719-201-xxxx thank you for your attention to this matter I'm sorry for the long note. I can however a test that Pay incorporates incredible lightning fast speed at taking your money from an account and taking the longest possible legal amount or rather pass the legal amount of holding it before you get it back in your hands. They have my acct so screwed up. I'm still being made to have records or reciepts for the items I was selling almost 7 years ago in order for me to be able to use my acct again .ive never had shady transactions on my acct..i recent list almost 200 on a sale because i could bit access my acct over some bs from 7 years back .ive resolved this once before now this is an issue again .!!ANY of my business transactions was legit and none of
the transactions i received were over 50 at the most while using eBay..like EVER.!! .I tried just opening a new acct..that didn't work .theyve seriously messed up my livelihood with eBay sales..im not even sure i can sell on eBay again because of them ( at the time i was luquidating myleftover mary kay makeup stock .i believe that's all I've ever sold .and this has turned into a big drama

as a business customer I too have been wronged by this service and oay pal has cost me many customers due to the unfair business practices and holds. They Also have been caught in more than one occasion not posting monies that i have had deposited to my account. Pay pal Is a thieving practice and watch your money!!!they are sneaky about stealing

paypal are crooks from day one! i used them wth a few dif email addresses 15 years ago they have over 2,000 of my money and there was no way to get it! i filled out this out and now finally hope to get it back but not sure those were the correct email addresses. i love how they get the lawsuits that many years later when you can hardly remember what you did a few days ago lol!

PAYPAL has scewed me for years! Illegal schemes, to not be allowed to return purchases! Refuse to post at times feedback/ Threaten with a legit fraud and misrepresentation case whne BofA charge back made as last resort/ to close account! THEY have sales warranty but refuse to honor it! I have over 1000 ebay purchases!
