Michigan, USA

A certified class action lawsuit has been filed against the state of Michigan, which seeks to force the state Department of Human Services to adequately provide for the safety, well-being, and permanency of foster children. The class action claims Michigan's foster care system routinely violates the constitutional rights of foster children by denying them adequate services such as finding permanent adoptive homes. The lawsuit alleges the state has failed to find permanent homes for 6,200 so-called legal orphans.
