Horizon West Healthcare has been charged with unlawful, unfair and fraudulent business practices and health and safety code violations in a class action lawsuit. Twenty-six of Horizon's nursing homes in California are alleged to have knowingly not provided the minimum level of direct patient care mandated by state and federal regulations from June 10, 2002 through June 10, 2006. Inadequate staffing is the major complaint, and the nursing homes allegedly do not provide the proper 3.2 nursing hours per patient per day.
