Class action status is being sought in the lawsuits filed against the 12 Michigan cities of St. Clair Shores, Warren, Troy, Royal Oak, Canton, Plymouth, Midland, Muskegon, Grand Rapids, Ann Arbor, Livonia and Westland. The suits were all filed by the same lawyer, who is seeking class status on behalf of the more than 700,000 cable subscribers who reside in these areas. The suits allege that the cities are illegally charging a monthly franchise fee which is an unauthorized tax that violates the state's Headlee Amendment.
