A class-action lawsuit has been filed against the city of Eugene, Oregon alleging that the city's planning staff members illegally forced developers to pay fees for minor planning approvals over the past 6 years. The suit claims that these fees, which range from a few hundred to a few thousands of dollars, are in violation of the federal Constitution and the 1994 U.S. Supreme Court ruling in Dolan vs. City of Tigard.
