The Building Industry Association of Southwest Washington filed a class-action lawsuit claiming that the county has overcharged builders by as much as $4 million since 1998.
"Building permits have been used as a cash cow for the financially mismanaged Department of Community Development," said David Roewe, the association's executive director, in a prepared statement.
The builders' attorneys argue that state law allows government to charge fees only to cover costs related to issuing building permits, and that the county has been collecting more than that.
